    for Mobile, Broadband IT services in the country.
  • Telecom Licensing - Framing of Guidelines, Procedures & Agreement conditions for Unified Licensing,
    Merger & Acquisitions & Spectrum Trading etc.

As Vice Chairman, Governing Council - Centre for Development of Telematics (C-DoT), a Govt. of India initiative to outline and steer the way forward for identifications & Development of New Telecom Technologies & Equipment for Domestic production and implementation.

Mr. Adrian Scrase

Adrian Scrase played a central role in the creation of the "3rd Generation Partnership Project" (3GPP) and is responsible for the operations of the 3GPP Project Co-ordination Group. He heads 3GPPs' Mobile Competence Centre (MCC) which is an International team of 20 experts who provide comprehensive support to the Project.

He was also principally involved in the formation of the recently created "oneM2M" Partnership Project and oversees ETSI's support to that initiative.

He is CTO within ETSI with operational responsibility for all of ETSI's standards production activities. He has more than 30 years experience in the telecommunications field, which includes 25 years of experience in standardization.

Shyam Mardikar is Chief of Strategy, Architecture and Engineering for Bharti Airtel. In his current role, he is responsible for transforming the network architecture to a next generation, mobile broad band enabled, data services centric network. He is also instrumental in driving the overall strategy on the technology standards across different domains to ensure sustaining Airtel's leadership position on the technology front and set the benchmark standards for the industry.

Prior to joining Airtel, Shyam was Chief Technology Officer for Lebara group, based out of London where he was responsible for implementation & execution of the Company's technology strategy and aligning the Technology Vision with the Business Strategy across its 7 countries.

Shyam started his career with C-DOT as a software research engineer and held various operational and management positions in DoT and Airtel in his earlier stints. He was also a member of GSMA's executive management committee and currently sits on the technology committee of COAI.

Vipin Tyagi is Innovation and Business Leader from Information Technology and Telecommunication Industry for over 3 decades. He had founded and led a Company in private sector working in area of broadband & telecom for 12 year as Board Member and Global CEO. He has developed global business through companies in India, Japan, Australia, USA and Europe. He has actively worked towards Research and Development of large systems, Organizational Development and creation of high erformance teams. In October, 2009, Vipin decided to promote National level R&D and joined C-DOT as Director.

He has worked on World's first VoD System, India's first indigenous G-PON Development, C-DOT Exchanges and Indigenous Message Switching System. He has been involved in Development of over 35 Products in area of Enterprise and Telecommunications Industry. He has worked in C-DOT, ECIL, Siemens Information Systems Ltd. and Network Programs Group of Companies. Presently he is involved in projects like NOFN, Network Security which are of strategic importance to the Country.

He completed his education in Master of Technology (Computer Science and Engineering) from Indian Institute of Technology (IIT, Delhi) and Bachelor of Electronics & Communication Engineering and Post Graduate Diploma in Management.

Mr. Vikram Tiwathia

Vikram, is an Associate Director General, at the COAI. This is India's leading industry association on Telecom and Broadband. In his current assignment, he works extensively on telecom and Broadband Policy and regulatory aspects. He has close interactions with Senior Government staff and private sector executives to further augment mobile and broadband service business. He interacts extensively with the ICT industry leadership and senior officials at DoT, DeitY & TRAI and other government offices for regulatory and policy matters. Is an active member of CII, FICCI, Assocham, ITU APT Telecom & Broadband Committees.

He was the Chief Regulatory Relations, with TATA Teleservices Limited from 2008-10. Earlier he was with the Confederation of Indian Industry (CII) as their Chief Information Officer (CIO) for three years (2005-2008). Prior to that, he served in the communications arm (Signals) of the Indian Army (for a tenure of 24 years), from where he took voluntary retirement in 2005 in the rank of Colonel.

Vikram did his Masters in Technology from the IIT Kharagpur in Electronics and Communication Engineering with a specialization in Microwave Engineering.

Mr. Dinesh Chand Sharma is presently working in the capacity of Director - Standardization, Policy and Regulation for an European Project on Standards known as SESEI, which stands for "Seconded European Standardization Expert in India" and acting as the focal point in India for European standards organization (European Telecommunications Standards Institute" - ETSI, European Committee for Standardization - CEN and European Committee for Electrotechnical Standardization - CENELEC).

Prior to this, Mr. Sharma has worked with Ericsson for 15 years with last profile of "Director - Regulatory Affairs & Industry Relation". Mr. Sharma began his career in Customer Support way-back in 1992 and has 22 years of total industry experience.

Mr. Sharma has an academic base of "Bachelor's degree in Electronics", Diploma with highest honour in Business Management from Stratford Institute, Washington DC/ USA and a SUN certification.

Derek Long is Principle Consultant - LTE in Ericsson India. Derek's stint with Ericsson began in 1996 in Germany, where he worked on introducing mobile data services. He then shifted to Ericsson's headquarters in Sweden.

Derek has over 20 years of experience of working across various telecom markets. Whilst at Ericsson, Derek has worked on projects with several major global operators, spanning across geographies and technologies. Prior to joining Ericsson, he has worked in Mannesmann D2 in Germany (now known as Vodafone D2) in the Operations department. Before that, he was a researcher at ENST de Bretagne in France and the University of Bristol in the UK.

Derek holds a Ph D in Power Efficient Personal Communications which concentrates on modulation schemes for Mobile Telephony. During the span of his career, he has worked on several technologies, including LTE, multi-standard radio, IP multimedia systems (IMS) and the transport technologies microwave and fibre. Today, as Principle Consultant his responsibilities include promoting Ericsson 4G and small cell products and solutions.
